For some time now, the water sector has been facing a new reality. Climate change, digitalization, urbanization and a changing security situation are some of the factors that are making systems more complex, more vulnerable and more dependent on each other. On November 19, 2026, the Water Industry brings together the public sector, authorities, organizations and business at the Post Office in Stockholm for FORUM26 – a common meeting place where we together strengthen Sweden's water supply and preparedness.
FORUM26: Practice under realistic conditions
The Water Industry FORUM26 on November 19, 2026 at Posthuset in Stockholm is a scenario-based crisis exercise where the public and private sectors together test how Sweden's water and sanitation preparedness works when it really matters. As a visitor, you will experience how decisions, responsibility and collaboration work in practice through crisis scenarios that reflect today's and tomorrow's threats.
Participants include Christina Nordin, Director General of the Swedish National Food Administration, Jörgen Holmlund, security expert with a background from the Police and the Armed Forces, Andreas Hagelin, head of security at the Käppala Association, Andreas Thunberg, CEO of Norrvatten, Sara Söhr, CEO of SYVAB and Per Edquist, specialist in total defense planning at the Police. The program is continuously updated with more experts and scenarios.

FORUM26 is a meeting place arranged by the Swedish Water Industry. Here the public sector, authorities, organizations and business come together to jointly strengthen Sweden's water security. Through realistic scenarios, we test how responsibility, decisions and collaboration work when it really matters. For robust and resilient water security, interaction between many actors is needed. In practice, not just in theory.

9:00: Registration and coffee
10:00 FORUM26 starts. FORUM26 begins with a realistic scenario divided into four phases, where Sweden's water and sanitation preparedness is put to the test.
Participants during the day include: Christina Nordin, Director General of the Swedish National Food Administration, Jörgen Holmlund, security expert with a background from, among others, the Police and the Armed Forces, Andreas Hagelin, head of security at Käppalaförbundet, Andreas Thunberg, CEO Norrvatten, Sara Söhr, CEO SYVAB and Per Edquist, specialist in preparedness at the Police. Additional panelists will be added.
Phase 1: Early signals and everyday disruptions. Individual deviations raise questions. What needs attention, what risks being overlooked and when do more actors need to be involved?
Phase 2: When the threat landscape changes. The number of incidents increases and the connections become clearer. The focus shifts from individual incidents to discovering patterns and understanding a changing threat landscape.
Phase 3: The crisis is becoming tangible. The development has consequences for water and sewage. Crisis management, communication and collaboration need to work at the same time as resources are put under pressure.
Phase 4: High level of preparedness. In a serious security situation, the ability to maintain essential operations is tested. Endurance, staffing and priorities are at the center.
