Within the Water Industry, dialogue and collaboration are emphasized as crucial factors for increasing the project implementation rate.

The investment process for both new investments and renovations or purchases of goods and services in the water and sanitation sector is complex. This process includes many components, from needs analysis and procurement to contract writing, commissioning and follow-up. It is of utmost importance to overcome the obstacles that can hinder the implementation of projects.

The Water Industry's focus group for project implementation and procurement issues works with the long-term goal of the Water Industry to improve business processes. By ensuring knowledge of and use of the right procurement method and agreement, unnecessary costs for the parties can be reduced. Furthermore, the right procurement method and choice of agreement means that risks are borne by the party best able to eliminate the risk, thereby reducing unnecessary risk premiums and delayed procurement processes.

Another important issue is to increase the project implementation rate and collect facts, analyze and draw conclusions about the implementation rate of budgeted projects. The background is that only 68% of budgeted funds are invested (see Svenskt Vatten's report Planning and implementation of water and sanitation investments – an industry-wide analysis). The conclusions from the analysis will be used to highlight the effects of a low implementation rate and result in proposals for measures to increase the implementation rate.

In the area of project implementation & procurement, the Water Industry wants the following:

  • Risk premiums raise the total investment cost – we are happy to engage in dialogue regarding what drives costs.
  • Climate-neutral water management encompasses both investments and management – we are ready to actively participate in achieving the goals.
  • The water industry contributes to contracts that promote a favorable business climate and maximize value for the end customer.

The water industry emphasizes dialogue and collaboration as crucial factors in increasing project implementation rates.
